Ciriaco Valdez-Flores, Ph.D., P.E.

 

BIOGRAPHICAL SKETCH

 

Ciriaco Valdez-Flores is an engineer by training and a senior risk assessment consultant at Sielken & Associates Consulting, Inc.  He received he bachelor degree in Mxico and completed his master and Ph.D. studies at Texas A&M University in 1987.  In 1990 he became a registered professional engineer in Texas.  His graduate research focused in operations research and applied stochastic processes.  In 1987 he started working for Sielken, Inc. as a part-time research associate while maintaining a part-time research associate position at Texas A&M University.  Sielken, Inc. allowed him to apply his operations research and stochastic processes background to the emerging new methods of quantitative cancer risk assessment.  Dr. Valdez-Flores has contributed to the development of risk assessment methods that incorporate decision tree theory, variability and uncertainty.  He has worked in numerous projects that include cancer risk assessments, non-cancer risk assessments, ecological risk assessments, sampling strategies, epidemiological risk assessments, exposure assessments, physiologically-pharmacokinetic modeling, and Monte Carlo simulations.

 

Dr. Valdez-Flores has been a visiting professor at Texas A&M University where he has taught graduate courses in techniques for risk quantification, stochastic processes in the assurance sciences and network-based planning and scheduling systems.  He has also directed more than twenty graduate students doing research in pursuit of their masters degree. He has published in peer-reviewed journals in the areas of risk assessment and stochastic processes and often serves as a referee for professional journals.  He also has co-authored a book entitled Applied Probability and Stochastic Processes and has contributed to books in engineering economy and risk assessment.

 

During his tenure at Sielken, Inc., JSC Sielken and Sielken & Associates, Inc. Dr. Valdez-Flores has developed several computer programs that are used in risk assessment.  He has consulted extensively with industry and has contributed to several risk assessments required for product registration.  His backgrounds in engineering and stochastic processes are instrumental in the implementation and design of innovative methods for risk assessment.
